Role Overview
Discovery Capital Finance Corp is seeking a high-caliber Head of IT and Systems to lead the transformation of our in-house Loan Management System (LMS) into a robust, core banking-grade financial platform. This is a critical leadership role for a technical expert who understands that "lending" is as much about accounting integrity as it is about software code. You will oversee the entire IT ecosystem, ensuring our systems are scalable, secure, and fully compliant with the Philippine financial regulatory landscape.

Key Responsibilities

1. Core Banking Architecture & Engineering

  • Direct the development of our in-house LMS, evolving it into a "Core Banking" system with a focus on high-availability and automated accounting features.
  • Ensure the system supports complex ledger logic: real-time interest accruals, EIR (Effective Interest Rate) calculations, and automated provisioning.
  • Guarantee 100% data integrity between the Loan Sub-Ledger and the General Ledger (GL).

2. Regulatory & Compliance Leadership (BSP/DPO)

  • Automate regulatory reporting for the following: Credit Information Corporation (CIC), AMLA and other local bureaus related to financing.
  • Work in tandem with the Data Protection Officer to maintain strict adherence to the Data Privacy Act of 2012.

3. Strategic Integrations & Security

  • API-First Strategy: Develop a robust API layer to allow seamless integration with future third-party partners, such as e-wallets, credit scoring bureaus, and alternative data providers, to accelerate customer acquisition.
  • Disaster Recovery (DR) & Business Continuity: Design and periodically test a comprehensive DR plan, ensuring that financial data is backed up across multiple geographic regions.
  • Enforce military-grade security protocols for sensitive financial files and database access.
  • Define the long-term IT roadmap, aligning technology investments with the company’s business growth.

What We’re Looking For

Experience

  • 8+ years in IT/Software Development, with at least 3 years in a leadership role within a Philippine Bank, FinTech, or Lending Institution.

Financial Mastery

  • Deep understanding of the Philippine banking ecosystem, including loan lifecycles and PFRS accounting standards.

Technical Proficiency

  • Proven experience building or managing distributed systems and microservices; hands-on familiarity with Core Banking Systems (e.g., Mambu, Finacle, or Temenos) and Enterprise Systems (e.g., SAP, Oracle).
  • Expertise in SQL/NoSQL with a focus on transactional ACID compliance.
  • Strong grasp of cloud security (Huawei Cloud/AWS/Azure) and CI/CD pipelines.

Leadership

  • Ability to lead a multi-disciplinary team of developers, QA, and IT support while communicating effectively with C-suite stakeholders.
